The block, in the outskirts of the eastern city of Shanghai, toppled around dawn and ended up lying on its side in a muddy construction field.

Construction work on the block appeared to have been nearly completed, with windows fitted and a tiled facade. Other identical blocks in the same property development were still standing nearby.

The official Xinhua News Agency said that a 28-year-old worker, surnamed Xiao, had gone into the building to get his tools and tried to jump out the window when the building fell. He was from Anhui province in eastern China.

The accident occurred in the "Lotus Riverside" residential community in Shanghai's Minxing district.

Sub-standard workmanship has been a major concern in China's building sector, as the country rolls out enormous city expansions and finishes off vast infrastructure projects to keep pace with fast economic growth.

Construction-related accidents last year included the collapse of a steel arch on a new railway bridge, which killed at least seven, and a crane which fell on a kindergarten, killing five.

The collapse of dozens of schools during last year's Sichuan earthquake also led to a wave of public outrage about corrupt officials and construction firms.

feel sorry for the damn fools that bought one of these, or who are tenanting them. How on earth will they sleep at night I wonder? The foundations look woefully inadequate (from the photo alone) - like matchsticks.

In consolation however, I suppose the owners of the other blocks have now got uninterrupted views of that gorgeous scenery.

someone call a friend that knows about construction.... no foundation at all, just a couple of meters of posts, and what...the building is countersunk into the ground about 2 meters??? That's nothing, especially for such a tall and skinny building! (IMHO)

Reminds me of trying to hang something heavy on a wall back home using only a few countersunk screws in wallboard.

They fell out quickly.

But HELL someone in the Shanghai building department made a ton of money off the bribes they received to red - rubber stamp those plans quickly!

So for a bonus question, the government response to this will be:

a) to more strictly enforce the construction regulations, or

b) to decide to block the reporting of this and any other Chinese negative stories on the internet.

Except that the corrupt business people behind this are likely to be the kind of people who own villas in California and perhaps has a US passport. Or perhaps he is already on his way and will apply for political refugee status. The media will certainly blame this on communism while it is rather the opposite.
