Vaccine kills girl, puts 216 in hospital

VIVIEN CUI
Last updated at 2.46pm:
The hepatitis A vaccine should have protected four-year-old Li Wei , but it killed her. The medicine spoiled in transit after Anhui officials decided against shipping it in refrigerated vehicles, thereby increasing their profits.

On Saturday morning, Wei was buried in an unpainted coffin in a field near her village, 10 days after she was injected at the Shuiliu Village Primary School in Si county.

A further 216 children are in hospitals in Si county and neighbouring Suzhou city after reacting badly to the vaccinations, and Premier Wen Jiabao has called for strenuous efforts to ensure their safety, the government said on Tuesday. More than 20 are suffering from breathing difficulties and have high fevers that are not breaking.

A county Bureau of Health official said: "There will definitely be no more deaths." But if they lived, a Si County People's Hospital doctor said, they would battle severe liver, heart and spleen damage for the rest of their lives.

Altogether, 2,500 students from the Dazhuang township's 19 primary and secondary schools were vaccinated against hepatitis A during the two-day period.

Each student was charged 25 yuan for the inoculations, which were bought from an unauthorised private vendor at 4.5 yuan a shot by an official from the Dazhuang Township Disease Prevention Institute, mainland media reported.

Local health-care officials said the shipment went bad because of substandard transport. "To save money, the institute did not use refrigerated vehicles specifically for delivering vaccines," said Si county Bureau of Health head Wang Zhong.

The remaining 1,000 vaccines will be tested at the Beijing-based National Institute for the Control of Pharmaceutical Biological Products.

A vaccine laboratory official from the national institute said they had not drawn any conclusions. "But a hepatitis A vaccine should be kept strictly between 2 and 8 degrees Celsius."

The official purchaser, Zhou Shikai , was arrested at the weekend for buying the shipment from the unauthorised source in Chuzhou. The wholesaler, Zhang Peng, has fled.

Zhou received about 1,700 yuan in kickbacks for the deal and submitted an invoice putting the price per unit at 6 yuan.

The rest of the profits were shared by the institute, the 19 schools and the rshipment from the unauthorised source in Chuzhou. The wholesaler, Zhang Peng, has fled.

Zhou's two bosses, Hou Huafeng and Zhou Shiming , president of Dazhuang's hospital, have also been arrested.

well, you don't exactly go to Anhui for vaccination. and generalization doesn't help either.
sadly, among all kinds of people in china, there are quite a number of heartless sickos.
