From Lonley Planet:

Traditonal Chines medicine is extremely popular is Shanghai, both for prevention and cure. There are many Chinese medicine shops, but English is not widely spoken and ingredients are often unknown and from endangered species. Chiropractic care, reflexology and acupuncture are popular, but be sure to check that disposable needles are used.

I've been getting treatment from a TCM doc at Longhua Hospital for the past 5 years. I can recommend it. If you don't speak Chinese, you'll need a local to help you through the process, but they look after foreigners pretty well. As long as you go on the right day, there should be no need to queue. It's very close to Xujiahui.
