Saw this in todays Shanghai Daily. It says that certain places must have condom machines or be fined, but surely the wackshacks are illegal anyway and probably dont have a business licence to loose.

ONLY 30 percent of prostitutes in small hair salons, massage parlors and karaoke bars use condoms, according to a recent survey of 400 hookers in Minhang District, officials with the Shanghai Center for Disease Prevention and Control said yesterday.

Health officials plan to provide education to employees of all local hair salons, massage parlors and karaoke bars, whether they provide prostitution or not, and set up condom machines in the facilities this year. Some workers at those places have been found to deal in illegal sex service.

The campaign will begin after a national law on AIDS prevention and control goes into effect on March 1.

The law states that all public places designated by provincial or municipal governments must provide condoms or condom vending machines and allow health authorities to educate employees.

Businesses that break the rule will face fines ranging from 500 yuan (US$61) to 5,000 yuan and could lose their business license.

The center will also conduct a survey on half of the prostitutes working in entertainment venues in the city this year, to find out about their personal situations, health, understanding of AIDS and how to prevent the spread of the disease, access to condoms and what type of education they are willing to accept.

Health officials pointed out that the city is home to more than 20,000 small hair salons, massage parlors and karaoke bars.

"The city government will work out a concrete working guideline to regulate which kinds of venues must provide condoms within the next few months," said Zhuang Minghua from Shanghai CDC's AIDS and sexually-transferred disease prevention and control department.

Prostitution is illegial here, yes? But the government has interviewed the prostitutes???

Why do they force them to use condoms? Why not just shut them down?

I know... it just seems a little too hypocritical to me.

Men wear the male condoms, women wear the female condoms.

My point was that they are the police, not pollsters. Though, after I posted that message it occured to me that the police could have interviewed arrested prostitutes. The article doesn't say either way.

Why not just have the local officials enforce that each whackshack inventory an institutional size roll of Saran Wrap & be done with it! Think of it as the ultimate body condom for multi-purpose use. yum

This type of situation always happens when there is a wide gap between the net worth of the rich and poor. As the general populace's net worth moves toward the median (if it does anyway) then the situation should lessen.

At least drugs aren't as big a factor as they are in the US.

Well....

What is a drug? Coffee? Alcohol? Tylonol?

I only know that I have not seen any trackmarks on people's arms or crack pipes among the litter.

Of course, I don't hang around in the clubs either so....

if you were an alien visiting earth for the first time, and you saw the US with all the drugs and violence and ~50% divorce rates, and then you saw China with prostitutes and people spitting on the sidewalk (pick you detailed rant), which would you say is a more humane society?

I guess it depends on what offends aliens.
Which is worse:
gang shootings or executions?
Loud bickering or drunken barfights
Poor personal hygene or poor personalities?

Well where divorce rates are concerned, China's soon going to achieve what other Western countries have. I speak to so many Chinese, and they're either planning to divorce, filing for divorce, or are separated from their wives/husbands pursuing their careers or something else. Anyway, I really hope things don't turn out for the worst. I've always admired the Chinese in this area.

I don't think that they will have as high a rate as in America, if only because you can't get married as young. A high divorce rate isn't as bad as a high rate of bad marriages. Bad marriages just produce future bad spouses.
