One-Child Policy Lifted for Quake Victims’ Parents

CHENGDU, China — In response to inquiries from grieving relatives, local officials announced Monday that parents whose only child was killed or grievously injured in the May 12 earthquake would be exempt from the country’s one-child policy.
The exception, issued by the Chengdu Population and Family Planning Committee in Sichuan Province, said qualified parents could apply for legal permission to have another child, according to The Associated Press.

I'm a little surprised by this. I'm just assuming here - but I would have thought that if an only child died then the couple would be allowed to have another. I didn't realise the policy was so strict - one child meaning only one child ever.
I don't mean to sound heartless and expect the parents to be like 'oh well, my kid died but that's ok, I can always have another'. But losing your only child would bring an end to that family line. It IS more devastating I think. Your only child dies and then what? What would be the purpose? |

Actually, it isn't one child ever. Even in normal times (i.e. no earthquakes), you can have a second child if the first becomes handicapped or dies. |
