I first encountered this scam back in 89' when Nanjing Rd. was still a street for traffic and not a mall. Like the Nigerian Letter scam, it has changed very little over the years.

It most recently happened to a friend of mine. He refused to pay and when he walked out the door, the touter threw a bottle at him and hit him in the head. When he started walking towards the guy to beat the crap out of him, two chefs ran out of the kitchen with knives.

All in all, it's still one of the most exciting tourist attractions in Shnaghai.

It depends on what our objectives are. If we want to get these people busted, we need to either alert the police beforehand, or find some after the fact who are not too lazy to do anything about it (plus as Yuu said the shop could simply deny any knowledge.) If our objective is to take money from THEM, that becomes more difficult because we'd have to think of an excuse to get them to part with some cash...

Why not make a flyer in Chinese and English and hand it out. Include a line in it along the lines 'it would be a waste of time to complain to the police after the issue as they are also involved in the scam. Either that or they are far too lazy or incompetent to do their job properly.'

The problem with us "busting" anyone is that by the time the check arrives, the girls will be gone and burly thugs will be the ones asking us for 700 rmb. So unless we have police standing by to burst in, most likely we would end up in a fight with three guys with shaved heads and our video camera shoved up one of our asses.

The challenge is that until the check is presented, no crime has been committed. And once the check is at the table, it is too late to get out of there. We need to find some way to disrupt the scam without getting beaten up.

When I was here in 1990 two of my Fudan students would spend their weekends running "stings" on guys selling porn on the Bund. Being able to run faster than your mark seemed to be very important.

I'm thinking of using hidden cameras. So, we would pretend to be shocked to receive the 700RMB bill, but end up paying. Then, as soon as we pay, the TV crew and the police would step in and bust their asses. Everything would have been caught on tape.

Put the cameras on our bodies, like in a hat or something? Interesting... The problem I see here is that the police would basically be using us as bait, and they probably wouldn't agree to something like that. What if one of us got hurt? We could hold the police responsible. Not to mention what was said earlier, that the police are probably just looking the other way in exchange for a small kickback. Maybe we could get a TV station interested...

We have two people inside and one or two outside. When it is time to ask for the check, the people outside call 110. They usually show up in about 10 minutes.

In the meantime, if it gets heated, I think we can hold our own with the restaurant thugs.
