Bad news....

To go to t¡bet (legally) requires:
- A special permit, issued by a travel agency
- A tour booked through a Registered Travel Agent authorized to book tours to t¡bet.

You may be able to ditch the tour (not likely these days) when you arrive.

But the Chinese Government was never pre-disposed to letting foreigners just wander about on there own. And is even less likely to do so now.

i went two octobers ago. my secretary made all the arrangements- no tour group; i dont know the details though.
i just got on a plane to chengdu then lhasa and backpacked around for a week solo.

try to find someone who is a knowledgeable travel agent- and by "knowledgeable" i mean an agent with experience, guanxi and a brain which excludes 99% of the travel agents in shanghai- and they should be able to help you out- my secs sister is a great agent and took care of all the details.

and nothing has changed since then...??

Went last September...and even then they had tightened it up considerably.
Thanks to a couple of Canadian Backpackers who hung a "Free T18et" Banner from pοta⌊a.

Used a Beijing TA who specializes in trips there.

To get you the plane ticket to Lhasa, they probably had to sign you onto a fictitious 'tour group', which would have involved a fee. That was one of the problems with going to t¡bet, at least a few years ago: it was quite expensive. The other was that once you were there, getting around by yourself wasn't quite as easy as in the rest of China, there wer some restrictions on movement - other than that it wasn't too much of a hassle.

It might be a bit more difficult than that now though.

My wife and I have used these guys for Egypt, India and China. We liked them because it's semi tour group (a leader takes you to the next town, gives you a list of stuff to do and says see you in a few days).

it's like 7500 per person for a 14 day trip if you fly in and out, according to my friend who's just come back.

As I know, you do need a special permit to t¡bet, but travel agency or tour is not required.
Call PSB for details before you go.

PSB???
No Tour Operator?

Non-Chinese passport holders (including those of Taiwan, Hong Kong SAR, Macau SAR and other countries) must have an Alien's Travel Permit as well as a valid passport and a visa (Travelers from countries having visa exemption agreement with Hong Kong do not need a visa) to visit t¡bet. A visa can be obtained from the local Chinese consulate in your country. Since the government encourages group tours to t¡bet the permit is issued only to tour groups traveling with a Chinese tour operator. The t¡bet Travel Permit is issued for free by China t¡bet Tourism Bureau. Your travel agency will represent you to facilitate the application process.
