Post subject: Impt! Pass ard! Dog-Catchers on the prowl fm 27 Aug 08

hi guys! had been living in Shanghai for the past 6 months and i have till date, accumulated 3 dogs and 1 cat...

I have been browsing and active in a particular local dog forum and this is what one of the members had posted online today. Pls pass ard and take extreme care of your pets during this period, regardless of whether it's true or not

Inside intelligence from the internal security dept of Shanghai, from 27 Aug 08 onwards, they will be carrying out a massive dog catching operation. This operation would last for approximately 2 weeks. It doesn't matter to them whether your dog has license or no license, they will have all sorts of reasons to snatch your pooch from you. 1 simple reason, all they wan is $$$, its rumoured that this year's dog license quota has not been met and they do not have enough to payout bonus! Mad

While i do not know if they would dare to touch us foreigners, esp caucasians...but do remember that these ppl are well known for their barbaric acts and uncultured manners!

Its always better to be safe than sorry!

Thanks for the info......will defo be watching my dogs more closely outside and will take over dog walking from my Ayi. I had a friend a few years back whose dog was taken from his Ayi while she was walking it in the compound and yes she was registered. After 6 agonizing hours my friend finally was escorted out to some horrible kennel on the outskirts of town to get her back. We were told she was taken so she could be sold for breeding.........silly thing was that she was already spayed.

Lucky for my husband and I we are good friends with Dr Gong who is the government approved vet for registering and will make sure all of our paperwork is up to date.

Crap. Can anyone else confirm this ?

I am going out of town on 28th (what are the odds?) and I have a dog illegally, since the poh-lice won't let me register it (German Shepherd).

I can arrange for to stay inside of house grounds at all times. Think this is enough to keep her safe while I'm gone ?

Hi Rob,
I cannot confirm or deny all I know is that my friend had their dog taken and luckily he got her back thanks to some major guanxi. The Chinese here can be awfully cruel to animals and if your dog is not registered, they do have the legal right to take it away.

I heard that they are not allowing Shepherds, Dobermans and other breeds to be registered here.....I am sorry that that happened to you. I think if you have your dog in your compound, leashed and muzzled outside you should be okay. Tell the Chinese to stay away from your dog and try to avoid any contact with them period. I never allow the Chinese near me or my dogs when I am out with them and if they approach me I very politely tell them to go away.
The problem I find is that 95% of them do not know how to properly behave around dogs, they yell, scream, run and wave their hands in the air. Just better to be safe then sorry......

Sadly...non of my dogs are registered. I have been trying to get one of them (my fave) registered for quite some time. I have tried all options...getting a pet shop to register on my behalf...getting the landlord to register on my behalf...but these options don't seems good to me as ultimately, i don't trust the chinese! There are many fakes goods/stuff in china, who knows...maybe dog licenses have fake ones too! So i would prefer to do the registering personnally.
Recently i got to know from a member on that forum that we foreigners could register our dogs directly at a certain gov dept...no need for neighours signatures and all that crap, jus that i have been too busy recently to go about doing it.
As far as i know, laws in china only allows 1 dog per household. Not able to register more than 1 unless u have more than 2 addresses under your name

I am very confused as to your latest post......why can't you register your own dog? My husband and I have more then 1 dog and they are all registered, of course not all under one person. The person you need to speak to is Dr Gong, he is the ONLY government approved vet for dog registration. His number is 6268 0095 or 135 0170 8695 His address is 855 Hong Jin Lu Lane #30

They are located in the Gubei/Changning area and he can speak English. Dog registration usually takes place in April so you will need to speak to him about whether or not you can do it now or if you have to wait until April of 2009.

Good luck and please be careful with your dogs especially if they are not registered. You know you can also contact SCAA and see about getting one of your dogs adopted out to a good family. PM me if you need more info.......

Cheers!!

Where can one go to get dog registered directly? Is there an address for Jingan? or is it best to call Dr. Gong from above?

I also did everything alone...no need for neighbours signatures...
now I just need to go every year to the police station for re-pay and vaccinations, near JinQiao Carrefour.

Is there any way to find a list of breeds that the police will not register?

After reading some of the posts on this forum, I'm starting to be terrified of bringing our kids' sweet dog to Shanghai. He is a mixed breed (SPCA rescued dog) with Pit Bull (Staffordshire Terrier, but most people say pit bull...), Husky, and Lab, according to the vet's best guess. The kids would be devastated if anything happened to him; they'd never forgive us for going to China!

if he doesn't look like a Staffordshire, you should be okay. Just don't specify the mix of breeds like you do above. Just write in "mixed" or "mongrel"

Height of dog can be a limiter too, depends on where you are planning on living.

List of breeds: well I know German Shepherd is on the list, because that's the one I'm not allowed to register. But it's also location dependant. I hear that if you live out in the sticks (outside Outer Ring), anything goes.

Hi there.......after making a few phone calls this is what I was told.......right now they will not register Dobermans, Wolfhounds, Staffies and I was also told German Shepherds are only for police use.........hmmmmm so I am not 100% sure as the law can change in a heartbeat over here.

As I am sure most people know you can never get a straight answer here in China......I ask a simple question and it turns into a 20 minute debate! I guess the only thing to do is simply go down there and see.......however not easy if you are not here. My advice is to please leave the dog at home and not bring him to China if he looks like a Staffie........

I also heard that you cannot bring German Shepherds dogs, but when I was living in Seasons Villas an american family had a big German Shepherd, and they lived there for more than 5 years that I know. And they moved back 3 years ago and the dog moved with them!
So, we never really know...

For Shepherds, the randomly-changing un-official story that I get is that they are banned within outer ring. But okay outside. Confirmed with some folks who live out near Racquet Club...shepherds no problem.

So your friends in Seasons are in the safe zone for Shepherds, too.

I was told you could only register your dog during one time a year and that was in March? Is there any truth to that?

not sure, but we moved in our new house in july, and in september police came here and we gave them all the papers, money and after the october holiday we went to vet for microchip and vaccinations, then we received the license by mail.
but then in March we received a letter from police telling about the license renovation, and it's always in march, only 3 especific days and time, pointed in the letter.

Thanks for your help everyone.
I'm not sure what we can do, since we really don't have anyone to leave our dog with here. I'm not sure what constitutes the Inner and Outer rings; I can't find a map that specifies. Our plan is to live near Concordia School, and my husband and I are coming in September to visit the school and look at housing. I guess I hope that area is in the Outer Ring!

Our dog might not be as obvious as some Staffies, since he's a mix. He's almost 60 lbs., but only about 18" high at the shoulder, and not quite so broad as Staffies can be. He has one brown eye and one blue (the husky bit), so he's very striking. It sounds like any feature that draws attention is not necesssarily a good thing.
What do people do who are already there with a dog they can't register?? That must be nerve-wracking!

If you will live near Concordia, then is the Outer ring zone, much better, and cheaper to register a dog (1000rmb, inner ring is 2000rmb).
Did you already find your house?
School will start in 2 weeks, so, are you coming now or for the next semester?

Sorry, too many questions, but I also have a kid in Concordia!

Very glad to hear we will be in Outer ring zone; I think it is better for a dog anyway, and maybe not as strict? I will definitely not specify breeds if that will be a problem, since it's certainly not untrue for me to say that he is "mixed".
My husband and I will be there September 14-18 for a quick trip to visit the school and hopefully to see some housing compounds. I hear that Green Villas might be the best for us to be close to Concordia and have a yard (or garden"), which will make having a dog easier....although still not exactly easy!
Iara, I'm sending you a pm.
