Post subject: Starting a business that can issue work permits?

What are the legal requirements for expats wanting to start a business that has the ability to issue work permits to its employees? Smile

I seem to recall it being kinda "hassle-esque" in some cases...I remember reading (maybe here?) that diferent kinds of businesses have different rules. For example, if you set up a hi-tech company in one of S'hai's "hi-tech" areas, the hassles were fewer and there might have been tax breaks (like 3 years tax-free status for the company, duty-free importation of goods related to business), etc.. but if you wanted to open something else, you might have to tough out a different set of rules...

I know one US company my wife interviewed with had to open here as a kind of regional office, but had no power to hire their own staff. So as a result they had a contract with a recruiting agency that did all of the hiring for them and issued permits for them. So the US company would interview candidates, select them, negotiate with them, etc.. and then the recruiting agency would look after the papers, contracts, permits, etc.. - it sounded pretty much like what you might expect to see here...

I would like to know more about this though so please pipe up people that have this kinda knowledge/experience - English language web-links that are current on this would be cool to read...

Also, to start a business here, what kinda minimum capital do you have to prove you have in order to gain a nod to open up (going by the books)...just curious - a while back I remember reading $250 000US, but I wasn't sure if that was accurate...

Best advice I can give you is to not try this alone. Get one or more local partners, whether they be individuals or some kind of contractor such the recruiting adency Ryanrake mentioned. You need Chinese nationals here, not foreigners. This will up your startup costs, but it'll be money well spent. Your chances of navigating these waters alone are pretty slim. Having a Chinese partner will open doors and ease rules for you that you can't accomplish on your own.

the start-up capital dffers for different categories of business. i think consulting firm is USD 200,000 if you go for WOFE status, but only require RMB 100,000 if you are a local. not too sure about JVs. I heard people are using consulting firms to issue work permit for themselves to stay and work in China.
