Two things I'm currently using: I have a "CNC" prepaid IP card that has a face value of RMB100 (bought for RMB65 on the street) that works out to about US$0.22/minute last time I checked. Call quality is generally very good and almost always connects on the first try. Buying a local IP card is my first choice these days because it's easy and has been reliable.

The other thing I do is order calling "cards" via the internet. You buy a card by minutes and the cost comes out to either the same or slightly less than the IP cards sold here. The two sites I've ordered from for the past 1.5 years with no problems is www.1stphonecard.com and www.beegee.net. They both sell cards that allow you to call from China or sometimes just Shanghai to anywhere in the U.S. Look for cards with no connection fee and, if available, no periodic maintenance charge. The call is made by dialing a local Shanghai number, then dialing the PIN that is emailed to you and the destination number. Connection quality is generally very good, though I have had some trouble getting through on a holiday at peak times. You'll need a U.S. credit card with a U.S. billing address to order from these sites, however.

Let me know if you have trouble locating the right card. If you'll be at coffee on Saturday, we can go card shopping! Very Happy

I use China Telecom IP card, cost 45 for face value of 100. No problems on connections and quality is good. But I think there's someone on the site can get some 100RMB IP card for just 35.

Hmmm... I can't find it right now, but I got mine for 35 Yuan for the 100 yuan card and the connection has been clear with no lag every time so far, no problems. There's a guy that sells them at a little convenience shop in one of those lass cases. Half a block North of Huaihai Lu just below the 700 block I believe. It's east of the Agricultural bank thats at like 703 Huai hai Lu. (HuangPi stop and up a bit). It's either 1 or two blocks east and half a block North. He has the cards all labeled with their cheapest prices but he won't tell you that at first, he'll pull out the card and show you that it's worth a hundred not telling you you have to pay that, but not saying you can get a discount either. lol. Anyway as long as you know it's 35 for the 100 there should be no problem. It works out to like 20 cents or whatever. In the same ballpark I think as those guys were saying. He also has more expensive ones (face of 300 or whatever) that I believe are a better deal per minute. anyway they're all labeled in the case so...
good luck.
