i have heard for US citizens and green card holders in Shanghai that there are 4000 detection per month. Is that true and how does that work?

If the RMB appreciates, will the taxable salary be re-calculated based on new exchange rate or will i have to pay the tax on the declared RMb salary considering existing excahnge rate?
