How about the Aquarium in Pudong? A bit pricey but the quality is good. Quite entertaining for adults too.

Have you considered joining Tianma country club? It's not cheap but has good facilities and the kids' swimming pool is kept very warm. I think they charge about RMB7,500 for a year's membership for a family.

Some of the things on my Dates/Outings list seem very appropriate to do with kids:

If u r in Hongqiao area, u cld take yr kids to Brilliance West Shopping Mall on XianXia Rd. They hv an indooor play area there, on the topmost floor & its open upto 10pm.
Another option is the underground kids shopping mall at Po'an Lu. Take bus no. 936 & get off at Xi Zhang Nan Lu. For 15 rmb of inlimited time, yr kids can play, while u cld shop for them, at bargainable prices. This place closes down by 6:30pm or so, but some of the shops do remain open upto 8pm.
