| Post subject: CRIME RATE HAS INCREASED NEARING HOLIDAY - BE EXTRA CAREFUL |
i would like to urge all of us here to be EXTRA CAREFUL nowadays. Infact all of us should be extra CAREFUL NOW....
to give you example for the last 2 weeks:
1) Within a day, 15 bicycles has been "lost-in-the-middle-of-the-air" (even with the presence of security cameras and security guards) in Zhong Yuan Liang Wan Cheng (near back of JingAn Area). One of the victim is my colleague, he lost a RMB2000 bike.
2) In the same development, few houses has been broke-into (lower floors). The thief climbed the window and went inside. Whoever lived at lower floors and dont have grille on the windows... ask your landlord to install now.
3) Yesterday, one of my colleague's house main door has been tampered. Indicating someone is trying to break-in during daytime (coz she realised her door like that just yesterday night after came back from work).
4) my colleague (a guy) was robbed in a toilet last saturday near xiang yang lu. The robbers worked in a group of 4. They followed my colleague for a while until inside the toilet. 2 of them waiting securing the door. another 2 approach my coleague and talk in chinese showing a knife.
5) my colleague (a lady) was followed by 2 guys along Fuzhou road last sunday. She knows that because she were told by a lady whom she ask for direction before. Then the same lady approach her telling her that 2 guys asked her about where my colleague is heading.
ALWAYS BE EXTRA CAREFUL and WALK IN GROUP OF FRIENDS. dont walk alone.
Most of local people here now have big pressure to go back to their home town and with the ticket price going up and demand for extra money from hometown, forcing them to do these bad things to other people especially to foreigners. Dont take this issue lightly. My colleagues have experienced these... and i dont want YOU to be part of the statistic too....

Thanks for the heads up, but calling them "locals' is probably a misnomer if they are robbing to get money to "go home". Locals ARE home. |

hi! It was in 2006 I post in this thread.
Now again in 2007 I want to share something with all of you about the same thing......
Just yesterday night I receive a call from my ex-colleague. He sounded like he was shocked and asks me to pick him somewhere Nanjing xi lu.. then I told him to meet me at ISETAN. On the way back to my home, he told me that he was ROBBED!
the story goes like this:
930pm yesterday he went to UNI QLO in Raffles City walk around without within the premises. Went down to WATSON at the basement and buy some things. around 10pm he went to weewee near the Watson. He noticed the Raffles City going to close from the announcement. Just outside of the toilet door, suddenly a guy 'slashing' smoothly to his waist. He saw a janitor (maybe 6 meters away from them) looking terrified looking at him. My friend saw a knife on his waist. The guy behind him pulled him smoothly passing by the janitor straightaway went through the door that leads to the car park in Raffles City. Outside, a car is waiting for them. My friend being pushed into the car. The car drives through slowly as if nothing happens. Inside the car, there were 4 guys (2 in front 2 on sit beside my friend). They took off my friend's shoe, twist his right arm towards his behind, continuously being smack on his left shoulder and head. My friend doesn’t react back. he knows he is in trouble. They talk Chinese SCREAMING to him. My friend can’t understand Chinese. Finally they said "money money". My friend took out his wallet. They took his wallet, asking him for his password for his ATM by keying into their hand phone. They stopped at one of the ATM. One of them went out of the car leaving my friend in the car with other 3 guys. Took them 3 mins to withdraw the maximum amount for the day. Drive the car away from the ATM into a smaller road (which my friend can’t not recall where exactly). Throw my friend out of the car, his empty wallet, his (used) ATM, took away all his money, mobile phone, stack of name cards. Without saying any word they left my friend alone. moneyless and in shocked.
My friend took the right action by not react aggressively. otherwise he will be in worst situation like the dead girl in the ATM last few months.
SHANGHAI IS NOT SAFE ANYMORE. especially the holiday is approaching near.
Today my friend went to the police station to do the report. Instead of focusing on his issue (being robbed) my friend were interrogated asking his 'legality' in shanghai. asking my friend to bring passport, work permit. they won’t entertain you unless you provide those things first. (What if my friends passport being robbed too?? meaning my friend cant do the police report?) my friend was pissed off with the system. it is not USER FRIENDLY at all. The police should be focusing on the robbing issue rather than making my friend to show all the documentations. Not only that, he has to wait for long time to settle the report. Totally waste of time.
To all of us here, please be careful of yourself and belonging. Always be safe. Always be with your friend. PLEASE.

I heard this is the norm for when any holiday is approaching.
Thanx for the warning. |

If the police don't require legitimate ID when someone is making a police report (and to Chinese police, the only legitimate ID a foreigner can provide is their passport), many people could make false police reports as pranks, as acts as revenge against people they are trying to frame or for other reasons. That would waste a lot of the police's time. If your passport is stolen, the first thing you should do is report it to your embassy or consulate to make sure that it is not used illegally, they will also help you begin the process of getting a new one and help you with any procedures (such as filing police reports) for which you need ID in the meantime.
And if this is a true story, the person who was robbed should report the (even temporary theft) of his ATM card to the ATM company. Most card companies have a policy that if you report the theft within 24 hours, you aren't responsible for the loss that took place during that time. The reason I find it hard to believe is that even in China, all ATM have cameras, and it seems that everyone knows this. I can't believe anyone would be stupid enough to use someone else's card at an ATM machine. It would be far more practical to steal a fellow Chinamen's card, get the PIN at knife point and then use the card to immediately buy a large item purchase that could easily be resold. |

There are a lot of poor guys from other provinces who came to SH to "make a living". If they can't hack it here, some tend to resort to illegal means. The 3 or 4 guys who murdered the bride-to-be were teenagers who knew nothing about security cameras. I suspect mop_iko's friend's case may be along the same line. As shocking and disturbing as the case was, one swallow still doesn't make a summer. Although the crime rate certainly spikes up nearing holidays, SH is still relatively safe. |

mop_iko: if you read the SMS thread, i told my apartment was broken-into 3 days ago, lost all rmb + foreign currencies + valuables, total damage ran into rmb50K at last count today. im leaving for my home country tomorrow, that's why i kept quite a significant amount at home. they (i suspect more than 1) came in/out through living room glass door, yes i lived in lower floors apt, no grill because my apt block is just next to the security post (not more than 25 meters away). they only aimed for cash and gold, not even silver or platinum (maybe it look like silver), i have a standby HP laptop at my living room and a Sony PSP beside my bed but it were left untouched, even a pair of Swiss watches they are not keen. no finger prints detected, only foot prints due to the dirt they picked up from the garden after raining the previous day. according to police, cash and gold are hard to determine who it belong if it is found in their possesions and gold its the easiest to convert to cash.
these days are my worst days in Shanghai since i came in 2005 |

last nite I did helped my friend to call the CCB 24hours helpline. I needed to press lots and lots and lots of numbers in order to get the 'ren gong fu wu'.... but I was put onhold (while hearing the music on 'speaker' mode) for full 20 mins. Another good customer service culture here in china. welldone! |

Although Holiday was over... but I need to share this thing again...
just received a chain email from a friend... i will only copy the content of the original email (dated 26th APRIL 2007 few days before may holiday)

For those people down town
Last Sunday night, after finishing work (Around 11:30 PM I work in Xintiandi) I went to Tongren Lu with my friend Jan, we were in a bar drinking and I figured I needed more money to continue my good spirits for the night so I went to the ATM. There is only 1 ATM machine in the area, located
at the China Bank at the Kerry Centre (Nanjing Lu and Tongren Lu). Recently it has become a haven for the beggar parade, women carrying rented babies and kids working for the same mob etc. Warning! It has turned into a dangerous place.
When I left the ATM enclosure I was suddenly accosted by the mob of kids and women carrying babies, I made my way clear of them and crossed the street at Tongren Lu. Suddenly a woman was trying to get into my right hand pocket to steal my money. I caught her hand and held it up. Suddenly I was attacked from behind by a group of 4 women, hitting me on the head with high heel shoes and I don't know what else. I was dumbfounded, couldn't believe what was happening.I' ve been in Shanghai for 6 years and never had anything like this happen, so I thought nothing would ever happen to me. But as I stood there bleeding all over from my head, I began defending myself.
I managed to ward off the attackers long enough to run into the street and flag a taxi, but the driver got scared and drove off, leaving me prone to more attacks. I held up some cash thinking this would stop them but by now they had the taste of blood and were intent on taking me down. I pushed them back and managed to grab another taxi who took me to the hospital where I got 20 stitches and a tetanus shot. Then I had to go to the police station, and ended up spending the next 9 hours going from one police station to another being treated as a criminal until I finally made a report. I was in shock and feeling noxious all night. The police just intimidated
me but I was insistent, after all I did nothing wrong, and I wanted justice. I finally met a detective at 9 AM who actually listened to me and was empathetic. He took a a proper report and I believe he will act on this. I got home about 10 AM. I have since heard that on the same night the exact thing happened to 3 other people, and the night before to 2. The area where this happened is where a lot of foreigners go to hang out. There is only 1 ATM in the area and now it is a target for unscrupulous beggars and thieves who will hurt their victims. I managed to hang on to my things. The others weren't so lucky.
Looking back I probably should have handed over my cash, but I didn't even see it coming. The doctor says I will be alright in 4 or 5 days, but for the moment i'm still freaked out, angry, and still in shock.
Anyway I just wanted to let you and others know what's going on, and to hopefully prevent
this from happening to other innocent people. Shanghai is changing! I see it everyday.
PS I've been working here for 6 years and have been to just about every night spot in Shanghai, never had any violent confrontations here of any sort.

Mop,
Damn! I would have never thought I'd see a Shanghai like that - sounds more like parts of LA, NY or Miami that I know, but not this place. I'll be sure to keep my eyes open & watch where I go. Next time I'm out & see a blackjack for sale on the street, I'll be sure to buy one to beat back the bastards since its a bit hard to keep a Glock around like I had back home... |

Interesting... I just witnessed a small girl, about 10 yrs old, with her hands inside a man's pouch, while walking all the way down Huai Hai Lu, from Shanxi Lu toward Xiang Yang Lu. All the while, the man was talking to a woman next to him while the girl had her hands in the guy's pouch, which was hung slightly to the left/back side. As they passed me, I thought it seemed kinda weird but just thought they were together. Until I noticed EVERYBODY ELSE STARING AT THEM. There girl was dark complexion, like from Xin Jiang or wai di, and I also noticed next to her was an older lady, which looked to be the same dark complexion as her... |
