Are you sure about that ?
Do you really mean a real "residence permit" or do you mean "registration form of temporary residence" ?
Last year i got my driving licence with such a "registration form of temporary residence"

I mean a real residence permit

The full name is : Residence Permit for Foreigner in the People's Republic of China

Looks like a Visa in your passport, but without some F or L or so on,only residence permit at the top.

The "registration form of temporary residence" is only a little Letter from the local policestation.

See you on the road - Torsten -

I believe that as of January 1 of this year, a Z-visa entry and Residency Permit is now required. for a Shanghai License.

Post subject: new info on converting foreign driver's license to local

i just like to update on this issue. today (september 29, 2007), i went to the local dmv in shanghai for the transfer of my american driver's license to local chinese one in shanghai. i must say, it wasn't as bad as i thought it would be. well, i think i was somewhat overwhelmed by some of the comment on this thread prior to going today. some were helpful, but i thought i should write this so that everyone gets the most updated version of this procedure.

TRANSLATION:
if you have an english based driver's license, there is no need to go to any translation agency for the doument prior to going to the dmv. there is an in-house unit where they do it on the spot in no time at all.

PHOTOS:
it is better that you don't bring your own photos. they have again in house one where they take the right sizes of photos for this procedure. sure, the pic looks aweful, but that goes with the territory. who ever has a good looking photo for his/her driver's license! (Done at other location!)

HEALTH:
as for the health check up, it is fast and furious...haha (BY THE WAY, I HAVE DONE THIS ONE AT OTHER LOCATION. as i was told, this one does not provide health check up! Sorry...)

PHOTOCOPIES:
yes, it is wise to bring your own photocopies of everything such as all relevant pages of passport, the front and back of the driver's license.

Voila...you are set and done for this phase one. by the way, this phase takes about maximum 1.5 hours. it is again very simple.

after this first phase, they will set up a time for you to come back and take the written exam. YES...IT IS MANDATORY to take this written test. each location has different schedule. i know some have backed up to almost end of october. before you leave, they will give you a study guide to take home with you, but you will need to bring this guide back when you come back for the test. test can be done in chinese or english. basically, this exam takes about 45 mins and you should have your official local license 15 mins after you are done with the exam. in sum, this phase takes about 1 hour.

ok...i hope this is clear now for everyone. by the way, please try out the kong gong yi lu, no. 201 (空港一路201号), next to hong qiao airport (红桥机场). this one has almost no waiting time (i went first thing in the morning)...and if you are in a rush to take the exam, they seem to have earier availability. i was scheduled to take mine right after the october national holidays.

COST rmb:
in-house digital photos = 40
health check = 60
making license = 15
exam = 40
translation = 60
Total = 215

good luck...

I have read through all the relevant topics on this and lots of stuff online and have some questions for clarification:

If I reside in Pudong - where do I go to get drivers license?

Where is QingChun Road - I can not find it on my map I have at home or on online map?

What is the difference between going to 1179 QingChun Road and 1101 ZhongShan Bei Yi Lu?

I have tried calling the Shanghai Vehicle Managemnt Bureau, but they hung up on me and on a friend who speaks Chinese.

Thanks for any help!

It may be out of the city map. It is at XinZhuang
You can take line one to XinZhuang change line 5 to Chun Shen station and take a cab(RMB 11)

Well, I went to Kong Gang Xi Lu near the Hongqiao Airport today.

Just want to clarify "cmt's" posting

Bring your passport, residence permit and driver's license as well as:

1) Bring copies of passport photo page and visa page
2) Bring copies of residence permit/foreign expert certificate/booklet both photo and current stamp
3) Bring copies of your foreign home country license (front and back)
4) Bring a health and eye examination form certified (THERE IS NOT A HEALTH EXAMINATION ROOM THERE. YOU MUST GO TO CHANGNING HOSPITAL)
5) Bring your own digital photos (I HAD TO PAY TWICE; ONCE AT THE OFFICE AND THEN AGAIN AT THE HOSPITAL FOR THE CERTIFIED FORM)
6) Pay for the photo fee, the translation fee and administrative costs.
7) Once you have completed the first six tasks then they will schedule for you to take the English exam. They will provide a study sheet which must be returned.
&) I will take thee test in two days and then it'll be over with.

All said and done it will have cost a total of 280rmb +200rmb taxi fare back and forth twice.

Ok. Took the test (99/100) and got my license this afternoon. As usual, the Kong Gang Yi Lu office was completely empty. Convenient and simple!

To shanghaithunder

taxis fare should not be part of this whole equation...come on...you would need to pay for that no matter which one you go to...unless of course, you live next door to one!

in addition, OF COURSE, you need to bring your original passport and driver's license...come on...i thought that was given!

however, i must apologize for the health check up. i did have it done prior in other location. it was my fault NOT to mention that in my prior posting. I AM VERY SORRY TO HAVE CAUSED ANY INCONVENIENCE TO ANY ONE OF YOU OUT THERE!

Got my license today! Smile
Applied monday Dec. 24, did the test today Dec 26. So I guess there are no long waiting times anymore. This might also depend on when you are actually going.
I did it all at 179 QingChun Road. Photos 40RMB
Health test 60RMB. This test is actually very simple. You get an eye and ear check, taking 1 min. each. There is no need to go somewhere else for this.
I brought the health check which was done for my visa but they didnt accept it.
The test is fairly simple, you just get the same 100 questions as on the booklet you get when you make the appointment. Took me 15 min to complete.
Then another 15-20 min to get the actuall license.
You also need a translation of your original drivers license. I had this done in Nanjing road at this interpretators bureau. Takes 10 min. and in my case 100RMB for a dutch drivers license. Small European countries are 100RMB, big once I believe it was 80RMB, Japanese 60RMB.
Anyway the whole process takes some time but is not very difficult.

One more thing! You better make the photos at 179 QingChun Road as they require different sizes. They need a small one for you drivers license and 2 bigger ones for the application forms. Quality is actually very good (better than at the Kodak shop).

Hi Miexpat,
I'm going to do my test next wednesday and I have a little question on you quote.
Do you mean that keypad letters are displayed as:
C
B
A
Instead of:
A
B
C
