No they do not. Securities take many forms however generally the collateral used may not always cover the amount of the outstanding debt.

It is important to remember that most debt is issued purely on a promise from the borrower - if you had enough collateral you probably wouldn't need to borrow. In many cases the "promise to repay the debt" is the actual collateral...consider bonds for instance, they are government debt (often termed securities) issued with a promise to pay the money back, the security or collateral is actually the income of the government which in practice is tax revenue.
