Are power surges ever a problem in Shanghai? I'll be bringing my laptop with me to Shanghai and was wondering if I need to take as many precautions as possible to protect it? |

No problems at all...most laptops power supplies are well suited for most power problems. |

If it's a good laptop Me_Again is right, usually no problems as it should have surge protection in the PSU. |

Laptop is fine, just don't try to bring a printer, i just burn mines, i even had a converter attach to it. |

You can buy a Power Surge protector (don't go cheap) |
