I'm the person that posted on WoW forums under the nickname Djares.

Yes, the issues are not solved at all I'm afraid.

Make sure to contact China Telecom and make them clear there is an issue towards their AT&T peering.

What is also very interesting is this :

6 61 ms 61 ms 60 ms 202.97.33.18
7 246 ms 247 ms 247 ms 202.97.51.114

Inside their own network they already have a huge latency increase.
But what is more funny is what they say on their official webiste:

Hi, I tried calling China Telecom then they directed me to 10000. But none of them know how to speak English. I want to resolve this issue and tell them to open a ticket to ATT or whoever has the problem. What should I do?

ok i have a problem. China Telecom do not understand packet loss or trace routes. what did you guys do about this?

I've been playing on a US server (Emerald Dream) since I came to China in August and I never had any problems until patch 2.3. I've contacted Blizzard support repeatedly and they claim it's a problem on China Telecom's end, but they have no explanation for my normal latency before 2.3. I had a friend contact China Telecom a few times and the people there claimed it's a problem on Blizzard's end.

I think both parties are to blame. On one hand, patches 2.3 and possibly 2.4 definitely created latency issues for people around the world playing on US servers, even in Canada. I don't have an abnormal ping to American websites or other servers, and a trace route of my ping to blizzard servers reveals a ping of only 250 or so (compared with a 4 digit ping and frequent disconnects in game).

On the other hand, I don't have a whole lot of faith in the quality of Chinese internet, partly because of the sheer number of people using it. On the few occasions I get to play with a ping around 300-500, once I go into a battleground, my latency skyrockets and I'll start disconnecting often.

I think everyone needs to keep contacting blizzard and China Telecom about it until the issue is resolved. In the meantime, I've found that playing later at night (after 10:30pm) or in the morning gives me a much better latency, while my latency in the evening is off the charts, probably because it's a peak time. Personally, I think we'll be SOL for the time being, unless the problem is fixed in a future patch.

Personally I don't think there's much they can do. Blizzard have no control over the things in China. They have licensing agreements with The9 and technically they are not allowed to support you since you are basically breaking their licensing agreement. The9 don't care about you because you're not paying them anything.

China Telecom can only do so much to keep up with the increase in internet usage over the last few years and I doubt you'll see better service any time soon.

But the thing is a month ago everything was fine. Then all of a sudden boom 10k latency. there must be something wrong. and it's not just us here in shanghai but also a lot of other asian countries as well as millions of players within the united states.

I gave up playing on US server a few days ago and started a priest on Chinese server. The ping is about 50 and stable too. You can also use your English copy to play Chinese WOW if you do not understand Chinese.

1. Go to your WOW folder. Find "realmlist"
2. Copy down what's in it originally, because you don't want to lost that.
3. Replace everything with:
set realmlist cn3.grunt.wowchina.com
set patchlist us.version.worldofwarcraft.com
(If you are on cn1, then put cn1 instead of cn3...etc。 There are 9 servers in China.)

Thats about it if you would like to play in English, not in Chinese.

You can buy WoW gaming cards in any internet cafe or some of the magazine sellers close to the bus stops. For register an account, you might ask someone can read Chinese to help you. http://www.wowchina.com/
