GoDaddy has had problems for many years with access in China. At one point it was on Godaddy's behalf, not on China's ... although Godaddy seems to have changed their policy on that recently. Dunno what the current block is about.

Blogger tool is not publishing currently either, although access to the tool and sites are ok.

The proxy site above doesn't seem to connect, you can also try www.proxy4china.com ; but I guess many functions won't be available using a proxy, probably a VPN would be a better solution.

we have tried godaddy.com and the site is very easy to get blocked here in china and they even dont want to change to another ip as they think everybody here from china is a problem

Yes, we have many clients who came from Godaddy over to us after being blocked. However I believe this is the first time a major hosting provider is seeing its main domain blocked. There must be reasons to that.
