SHANGHAI, Aug 28 (Reuters) - Shanghai police will post photos and videos of jaywalkers in newspapers and on TV in a bid to shame them out of breaking traffic rules, local media reported on Thursday.

Offending pedestrians, moped riders and cyclists would be snapped at selected intersections and their images put in regular columns and on special television programmes set up by police, the Shanghai Daily said.

The scheme had come under fire from lawyers who said public humiliation was too steep a punishment for jaywalking and warned of defamation lawsuits against police.

"It's a principle of law that a penalty should match the seriousness of the crime," Liu Chunquan, a local lawyer, told the paper.

Jaywalking is a way of life in major Chinese cities, where crossing roads legally can be a hair-raising battle of nerves with oncoming cars disinclined to give way to pedestrians.

Traffic police recorded 7.78 million jaywalking violations at Shanghai intersections in the first eight months of 2008, the paper said.

I have to jaywalk every day in Pudong Nan Lu because the pavements are full up with cars, bikes and food stalls.

It's going to be filled with segments showing people crossing at green light and cars doing right on red without slowing down. Sweet.

(joking aside, good for them for taking a step in the right direction, at least it's a start.)

What BS this is. They are too gutless to hand out on the spot fines, just incase someone they try to fine knows someone who knows someone who knows someone who knows that cops boss.

Pedestrians are by far the biggest cause of accidents/near misses in Shanghai. Jay-walking is not so bad, teaching people to look right, then left, then right again would be a tremendous start.

Not sure I agree with that, Tom.. Cyclists pull out of nowhere without looking - that causes accidents. Most people trying to cross the road look in all directions - it's the fcking drivers, refusing to even slow down at pedestrian crossings. These people are morons.

I'm not saying cyclists/bikers are good, but pedestrians seem much worse to me.

The new generation is better than the old.

I'd say too lazy. The police probably wants to sit behind the monitor in an air conditioned room so they can issue the tickets while playing WoW50 online.

There has to be a lot of cops in Shanghai....why is it that I rarely see them around? This could be a good thing, but it does make one wonder how many cops are in Shanghai.

What? Policemen seem to be everywhere these days, much more visible than before. Anyway, if you read the Western media, every second Chinese man is a plainclothed policeman or worse a secret agent (not counting the 400,000 internet censors working out from the secret cave in Sichuan).

Really? I haven't noticed in the few times I've been inside Shanghai this year. Only the brownie patrol failing to direct traffic and pedestrians.

Look for all the Silver and Bronze medalist who must work the streets as crossing guards as punishment for not acheiving gold superiority. Mom and Dad will also be relegated to sweeping the streets in those cool orange jumpsuites.
