Post subject: Welfare for outside Shanghai hukou

Just came back from a month outside the country. Has there been an official rule change on welfare benefits for non-Shanghai locals? If so, is there anything in writing on it yet?

I'm being told new hires are now required to have Shanghai welfare paid to them. At this point, all candidates are still having their usual high salary expectations on top of added welfare benefits.

Yes the rule has changed. New hires should receive full welfare from now on. Existing staff may ask for it, decision by company.

What are the welfare benefits that needs to be paid to new employees?

Ah pls dont ask such general questions... The law hasnt changed in that regards, you pay the usual housing, medical etc stuff that add up to 40something % of salary (with a cap). Any admin/finance manager would know that and you can even google it. It is the same to new and old employees. For oursiders before the new regulation, you had to pay for a "comprehensive insurance" package that would cost only a few hundred a month.

We pay rmb290 or so for outsiders, and then (depending upon salary) 1600 or so for Shanghainese. Has any law just changed where outsider college graduates are required to be given the Shanghainese package? We're a small co., and don't have a formal HR dept. Google gives a program where Shanghai is allowing outsider to get Shanghai residency? Thanks.
