Almost everything will be open, except or smaller places where the owners might go back to their hometown. It will be very busy though!

Actually, its quite pleasant to walk around Nanjing Road and the French Concession during Chinese New Year. Nobody ramming fake watches into your face (they have all gone back to their home towns), very few cars, shops still open, the streets are eerily quiet, no big construction vehicles, no construction noise from the building sites, the tourist attractions are almost empty, people just sitting about enjoying their break. That is until they let off the firecrackers. Those aside, Shanghai is a nice place to be during CNY. You know when CNY ends with the early morning roar of the construction vehicles!
