I lived in Jinan for about a year. It's a nice place, but only the air can be heavy polluted from time time time.

1) Yes, ther're serviced appartments, but not many. Jinan is not famous for many foreigners ^^ , best option I can recommend, rent a room in the universities (Teachers university or Shandong Finance institute) Ther'er centreted, nice rooms and many English speaking students nearby if you need some more help getting around.
2) Taxi fair is starting at 6RMB anf Jinan uisn't that big. Taxi is most convenient way.
3) Souvenir to get, they have really wonderful tea, but for the right souvenir you should spent at least a day hunting. Ther're are many places available which have good souvenirs or traditional Chinese things.

Hello,

I’ ve lived in Jinan for the last 2 years with my wife and 10 year old daughter, please write to my mail: vensportggg@hotmail.com and You can give me some specific information in order for me to help you more, I have a large apartment 100sq meters and maybe we can work something out, please tell me where you are from? What are you going to do here? And why would you need a car?. As far as souvenirs, you don’t need to worry, there is plenty of things to buy.

Hope to hear from you soon.

Cheers,

Gustavo

It is possible to rent a car in China, but you need a Chinese driving licence (you can also get a temporary one). I'm not sure if you can get this if you don't live here. Anyway, suppose you can get it, you still need to do some medical tests and some examination about the rules and pay some money. You can find more info on http://www.cbbc.org/china-guide/cftw/around.html
But if you're here as a tourist and you don't know China very well I would not recommend to rent a car. The traffic here is not the same as in Europe or USA, it's not so easy to find how to drive somewhere if you don't know the place and outside the big cities road conditions are not always very good. Furthermore renting a car will cost you much more than travelling around by train and taking public transportation or taxis in the cities, because taxis are very affordable and most of the time the service is good.
