I am an expat wife. If I get a part-time job locally, do I have to apply for a work permit like my husband?

usually yes. make sure there are no conditions on your husbands work permit though, like you as the spouse cannot work etc. also maybe the company that employs you, may not make your job official, so no work permit (visa) required.
