Last time i went abroad, I made an account with HSB bank, international bank which gives you access to a debit card, most major countries have these banks somewhere, just make sure that wherever you are going the according bank in that country has your signatures and so forth, I got caught in bangkok last time and couldnt get any money out, was a horrible time lol

Upon arrival in China, go to the first bank with large network (bank of china and post office), open an account (passport needed, 1-10 RMB opening fee?) with a withdrawal card. Et voila!

I dont know ICBC network... I would assume that BOC and China Post have the largest networks and cover most places. So, you need to check with the bank where you intend to open an account to know whether they have branches there. But, normally, yep, with the same card, or if not card, with the bank booklet.

I think ICBC has more cash points than BOC. I would certainly open one with China Post. Once in a remote area in Gan Su, only one China Post office stand.
