Post subject: question about black list of UK visa application

is it possible for a UK visa officer to ban anybody of going abroad for personal reasons? the reason why i'm asking this is that my friend is threatened by someone who's father is a UK visa officer, who will put her on the black list of visa application. she will be banned for 20 years for going abroad. even if she marries a foreigner she can not go abroad as her information is also transferred to china border inspection besides uk consulate.
i think it's impossible. but she is a bit concerned. so hope here i can get some convincing answers.

First of all: EVEN if she would be on the black list of the UK, she could still go abroad! - but to other places than the UK...
Every country got it's own black lists (OK, the Schengen Community is probably sharing the same list - but the UK is not taking part in it).

Second, it sounds quiet strange for me that ONE officer can put you easily on a list like this. especially since I expect western systems require some documents supporting your 'misbehaviour' (But of couse there must be ONE who actually does this job).
I used to work in a Royal Thai Consulate in Europe and our black list were delivered once a year from the Thai Foreign Ministry. We had to check every visa application with that list. But nobody knows how actual these lists were and who prepared them.

So, as conclusion I would say: Might be possible, but sounds not authentic to me.

I think the key is that your friend is threatened by someone who's father is the UK visa officer rather than the visa officer itself. Sound like an idle threat to me. The UK consulate will have clear guidelines as to when someone can be blacklisted or not. Someone cannot do this without a good reason. Unless your friend has done something seriously wrong then almost certainly nothing to worry about. Sounds like they are just trying to scare her. And even if this was the case it would only apply to the UK not to other countries.

Sounds unbelievable. One would have thought that it would take more than one person's decision to blacklist someone and it would have to be a valid reason. I don't think it's possible for any country's visa officer to ban another person from going abroad anywhere in the world other than that particular country.

Why not call the UK consulate here in Shanghai and ask about this? They might be interested to know that someone attached to the consulate is going around telling others this. You may not be the only person he/she has said this to.
