I hope I'm wrong but I have the impression that good local managers are hard to come by in Shanghai. Just the other day, I was quite culturally shocked when I attended one of the company's meeting. We'hd got 2 managers walking off from the meeting, after complaining that the meeting 'was a waste of their time'. And several others either chatting amongst themselves or on their cell-phone.
I learnt from the locals that they would rather be either an ordinary employee or senior manager, cuz middle-managers are expected to do all the dirty and hard work. This is just too plain dumb and stupid excuse.
