Post subject: License your DOG Immediately!

Just wanted to post a message to remind everyone to license your dogs (if you have not already) as soon as possible. The police have been known to enter into private compounds to take unlicensed dogs for destruction (even nice expat compounds, like Yanlord Garden!!) Actually, they will most certainly be more strict as the Expo gets closer.

Here is what you need to do:

Dog Licensing: You must register and license your dog each yearly in Shanghai. You need to register your dog with the local police department. It is the law to have your dog license and the police are cracking down and seizing unlicensed dogs. It is not always possible to have your dog returned, even if willing to pay a fine, so license your dog as soon as possible after arriving in Shanghai, and update this every year. In the city center the yearly fee is RMB 2,000 and in the Shanghai suburbs, it is RMB 1,000. Your local community center, or expat compound residential center should be able to provide you with the closest police registration department.

You will need:
The copy House rent contract or property certificate
1 one-inch colorful photos of the owner
1 three-inch, side view, all body colorful photos
A copy of passport
A copy of working permit
A copy of residence permission.

If you love your dog, you need to do what you can to protect it, do not wait another day!

Does anyone know of a company that will help with dog registration? I will be bringing my dog over in September and I assume it will be best to have someone who knows the ropes...and the language...to work through the process.

I live in the West nanjing area if that makes a difference

thanks

Thanks for the warning.

But I have to say, they want RMB 2000/year to register a dog and then they wonder why people don't register.

Such BS though. You can either lower the rate and actually have people register. Or you can keep a high rate and then have people just go unlicensed. You send through a dog raid periodically, but for most Chinese people, they'll just get another dog.

Well, but as you can see it's not working to limit the number of dogs.

I think they should lower the fee to a reasonable amount and then really enforce it. So that all the dogs acutally get their rabies shot.
Talked to some of the Chinese dog owners in my compound and most of them think that giving your dog vaccinations is not necessary. Rolling Eyes

I have cane-corso breed dog, when we came to police station (once when lived on the Bund, once when on Anfu Lu), police told us that its FORBIDDEN to have a big dog in city center. They can not give licence, so we did not get it...

licence is 2000rmb for inner ring road (Inner Zhongshan Rd) and 1000rmb for outer ring road (Outside of Zhongshan road). Large dogs are not allowed within the ring road but are allowed outside the ring road.....apparently!

Does anyone know if you can get your dog license straight after they have completed seven days quaratine or if you have to wait until they have completed the further 23 days in your own home? Also do you have to take the dog with you to the police station?

I just googled this breed because I didn't know the name. jesus. that dog is freakin' huge! how do you exercise him/her?? Don't they need to run a lot?

It just always amazes me why and how people can have such a big dog and live in downtown areas of a city, in an apartment no less. How do you do it? I do sort of agree with the police on this one,but probably not for the same reasons. I think a dog that size needs some space, no??

Tekmeta,
You need to get your dog registered immediately some how.........the police have the right to take your dog and have it killed. You will not get your dog back. It is the law here in Shanghai, and it MUST be followed. If you have to, move apartments or districts. Sounds crazy but so does the fact that you have a dog that big in the city center. You are asking for trouble and if you think that they will not take your dog because you are a foreigner.........please think again. We can put you in touch with a foreigner who had his dog taken away for not having a license. You are putting your dog's life and your emotional wellbeing at serious risk!!!

such a strange story line!
most shanghanese will not pay anything like this amount, probably 90% of dogs are not licensed.
A more interesting point is why the Police are targetting wealthy compounds, how about targetting poor districts where local salries are less than 3000 a year? Of course the Police will just target the wealthy that's what we have to accept.

The saddest part is most of the locals wouldn't care their Dog was killed by Police anyway!
How many chinese do you see with a Puppy -- how many do you see with an Old Dog???
Chinese Girl - "husband I want a cute puppy in our first year of marriage"
Chinese Girl - "husband I want a baby in our 2nd year of marriage the Dog has to go".

I have been offered 4 young dogs by Chinese girls during the 3 years

and Yes I have ''issues'' with callousness of Shanghanese

Hi ! When I was buying this dog I was living in Istanbul, in region with many parks and green territory. Dog was playing with other 20-25 dogs every morning in the park... but life plans have changed. I hoped that Shanghai can be suit for me... I have decided to move back to europe in september - since I did not get use for this culture, point of view to life aspects etc. So, it is just 1-2 months left to move to better life Smile By the way - dog was trained in dog school for 3-4 months, when he was 1 y.o. He is so smart that you can just speak to him.

I wish you a lot of luck. I completely understand. I'm sure that your dog will be happier too..somewhere that is more friendly and open towards pets (because we all know China is not!). This breed is really beautiful but HUGE! He looks like he should be guarding a castle in Romania or something!

Getting a dog license is not as hard as you expect. I know many of you can't read Chinese and that may be your major problem. There is a form you can download from Shanghai police website. Your dog will have two credit-card-like licenses - one is dog license and the other is to prove the dog has all the required shots. For expat dog owner, you need to get an approval from the management office of your compound. You also need to take the dog to a designated government animal control station to check his shots (or get shots there) and maybe also the chips if I remember right. You need two photos of your dog....,,,etc. Anyway, I went to the police station myself to get license for our dog in year 2008 in Lujiazui area. I am bilingual and that make it easy. Only hassle thing was that we had to run a several trips to get it done. But that's OK. You can complete the required form and ask your helper (like ayi) to run the rest of errands for you. I hate to see people claim how much they love their dog but don't get a license for them. Yes, license fee is a lot and I hate it too. But what about your dog's value to you? Please abide local law to get a license for them if you love them. Our dogs rely on us to protect them. Please don't let them down.

By the way, there are two application forms. Expat fill in the one for expat. emselst listed those items. I put out what I provided last year.

The copy House rent contract or property certificate- I provided rental contract copy.
1 one-inch colorful photos of the owner - ok
1 three-inch, side view, all body colorful photos - I was asked to provide two photos of the dog, one is the full front face, the other is full side view. They are both colorful. I just brought some of our dog's regular pictures that have the required look and cut out when I went to the police to make sure the pictures were what they want . I also brought the photos with me and didn't clue to the form until I was there. It's better so that you don't clue the photos the way they don't like.

A copy of passport - ok
A copy of working permit - ok
A copy of residence permission. - expat form does not need approval from your neighbor except for the approval from the compound. Only the form for Chinese national owners need to get neighbor's and neighborhood committe's approvals.
The owners also need to put a Chinese name alone with your native name in English spelling on the form as it will be your Chinese name show up on the license.

If you can read or get people to read the form for you, here is the link.

http://www.police.sh.cn/shga/gweb/xxnr_view.jsp?pa=409d87abeb336b8321c 710c6a07643da67862c1c437d185c68ba45f9dfa131a1098a43e227ba0dfc64237e10a 0510f7e42f68583cdc5fad885f48a5499e5720c

The form download can be found on the very bottom. It is called "《上海市境外人员饲养犬类申请审批表》"境外人员" means "expat", "foreigner".

Without a dog license, you will not be able to bring your dog out of Shanghai. Because when doing the pet export, dog license is one of the required documentation. And to move your dog to Europe, the whole process is 6 months in order for Europe to accept import of dogs.

Hi TJ,
Thanks for the info. We have a friend whose husband just got transferred to Switzerland and they have to leave in two weeks. The sad thing is that she has a dog that she wants to take with her. I guess this means that the dog needs to stay with us until its ready to go.

When did that rule change? We exported our two dogs last year and no dog license was required.
