Egos won't allow that but if they did, it would be simple. USAC has always been the sanctioning body at Indy. It was CART that broke away. If they want to re-unite, then run USAC rules. Lots of other sanctioning bodies run shows partnered with USAC - the only requirement is that the rules match. It's CART that's making the trouble, not Tony George (who is actually a pretty nice guy.)
But CART doesn't want to. They want to pretend they are still competitive with F1.

( Calling themselves ChampCar is a real shuck and jive trick. Indy cars were often referred to as champ cars because they ran for the USAC national championship on both dirt and pavement. Then they split that into the gold crown and the silver crown so there isn't actually a champ car series any more. What's weird tho is that now they occasionally run the silver crown cars on pavement (but never the pavement cars on dirt !) . That was our only silver crown race, at Phoenix. Umm, it's not as easy as you make it out to be, Cheery.
Another funny thing that most people don't know nowadays is that the AAA used to sanction races, too. Tell that to your insurance agent
