A batch of expat tenants in Shanghai are calling on more victims to come forward and file a group lawsuit against a Canadian landlord who ran away after allegedly cheating more than 50 foreigners and some apartment owners of 300,000 yuan in apartment-renting schemes.

Ryan Fedoruk, a 40-year-old Canadian and former part-time English teacher in Shanghai, played his trick as a second-hand landlord who rented about 30 apartments from their owners and sublet them to over 80 tenants, mostly foreigners, throughout 2011, victims said.

Allegedly owing 300,000 yuan to his landlords and tenants, Fedoruk refused to pay the money and instead "disappeared" from the city on December 24, leaving many of his tenants facing evictions from apartment owners even on New Year's Day.

"I know Fedoruk. He is a scammer and he ran away, owing me tens of thousands yuan," said a landlord victim who refused to be named. "He rented the apartments, then he sublet them and disappeared with the money he owed to me and to the poor tenants, but I will find him."

The landlord said he has asked real estate agents to report the scam to police.

Fedoruk has responded that he is in Zhuhai, in southern China's Guangdong Province, for the purpose of borrowing money so that he can pay people back. But he has not responded to any e-mails or phone calls for more than a week.

Daniel Kwan, a tenant victim who is representing some 45 other victims in the scam, is now calling on other victims to collect evidence together and press charges against Fedoruk, said his lawyer Eva Gao.

Kwan said in an online article that he had sent e-mails to all tenants listed in Fedoruk's database, asking those who are owed money to send details about their situation and to take legal action if necessary.

"He is aware of the e-mail that I sent out and said that he will go to jail if I keep this up. I told him that's the point: Pay back the people he owes or he's going to jail," said Kwan.

Gao said she estimates that Fedoruk owes tenants and landlords approximately 300,000 yuan and the number is expected to grow as there are landlords and tenants who are not yet aware of the situation.

"So far we have found Fedoruk cheating tenants by playing such tricks all round the city," said Gao. "In Shanghai, a total of 53 people have been confirmed to be cheated by him."

Gao said most of the victims are foreigners and some of them are foreign students who don't have much experience in house renting.

Kwan told Shanghai Daily the victim number might be more than 53 as he said there were about 80 tenants in the database, but Fedoruk never made a complete database of all tenants.

"There have for sure been more than 80 tenants, and I believe more than 100 but I can't confirm," Kwan said.

Meanwhile, some tenant victims have already been evicted by landlords who owned the apartments that they rented from Fedoruk, while some others are being told to get out.

On New Year's Day, a batch of six foreigners was evicted from Fedoruk's apartment in Lujiazui, and they were given only one day to vacate their apartment, Kwan wrote in the online article.

Shanghai police didn't comment on the issue.

This is an old scam. the first I heard of it was about 6 years ago in Vancouver where a Chinese landlord was subletting rooms to international students, not paying the rent that they payed him and ending up getting evicted. That6's why you always ask to see the ownership docs. Also, in China, foreigners are not allowed to rent to anyone and the those who rented should have known that.

BTW: I really don't think this has anything to do with English teachers.

I think it's anecdotal evidence that a lot of foreign scum happen to be English teachers, or in this case part-time English teachers.

You got it right, the case has little to do with English teachers -- He was just happen to be one.

Of course it's an old scam. Do you honestly think an English teacher has the brains to come up with a new scam? If that was the case, they probably wouldn't be teaching English in China

He used to. But in 1993 he switched to right wing. Now he doesn't even have to suit up. He just takes graft in the dressing room.

Let's face it, every industry has it's idiots. But, the profession of English teaching in China, due to the demographics of the pool of candidates it's drawn from, has not earned its reputation unfairly. Reality is, if there is one job any person in China can get, simply by virtue of being white, we all know what it is.

If suddenly there was equivalent demand in China for hand models with white skin, we would be saying the same thing about hand models...

The truth is, most teachers I've met in Shanghai - you know, actually having worked in various institutions and companies that pretty well cover the gamut of English venues - have been responsible, nice, competent, caring, and deserving of normal respect.

Unreliables are out quickly.

No, what I see is this:
1. Few local hiring options for non-specialized internationals (in this allegedly international city). English practice is something that pretty much everyone is conscripted for, whether they realize it or not. That's a local filtering problem.

2. Prejudice. Pure and simple provincial elitism.

3. Adolescent mockery. Well who needs respect from that type of person?

The simple fact of the matter is, the roles for foreigners in local society are pigeonholed, usually in negative fashion. Greedy rich or greedy poor. Well whose filter is that??

Yes, there are mockworthy people bumming around Shanghai. It's not exactly a leisure destination. Whose filter is that??

If Chinese want Harvard profs:
1. Merit them (and not the 8th grade level which already proves a challenge to most locals, burned out on rote, arrested in skills applications).
2. Pay for them
3. Harvard's not in China. There are other schools in the world.

Real international teachers rarely last in Chinese organizations. Burnouts are out in weeks or days.

You don't like them? Don't create a demand. Hypocrites.

I don't talk with locals about English teachers so I have no idea what reputation pedagogues have in China. But there's plenty of vitriol on SHExpat about English teachers from other expats. Maybe they confuse pedagogy with pedo-something-else. 8)

I would guess that conscientious professionals in just about any field would burnout fairly quickly in China if they didn't have thick skins. True professionals are characterized by their loyalty to their craft above all else. It's hard enough to hew to those ideals in the West. In China, it must be hell.

Shanghai police have begun investigating the case of Ryan Fedoruk, the Canadian scammer and fake landlord who sublet 30 apartments to 80 tenants before fleeing with RMB300,000, after Eva Gao, the local lawyer who is providing victims with legal aid, handed over statements by 45 people who say they have been swindled by Fedoruk. Shanghai PSB's economic crime investigation department said it would investigate the whereabouts of the man after they were done looking through the statements. Xu Chi of Shanghai Daily reports:
Victims accused Fedoruk of contract fraud as they provided evidence showing they had signed contracts, some so informal they were handwritten, to agree on the date for Fedoruk to return deposits, but he never returned the money.
“The suspect may face three to five years behind bars in China and then being deported to his own country after the sentence, if he is confirmed by police to be involved in the 340,000 yuan fraud as victims reported,” said local lawyer Wu Dong.
Some victims said they are excited to hear that the police finally are taking action, as they have tried to report to police stations but were told the case couldn’t be established due to lack of evidence, among other reasons.
“I’m happy to see the police probing the case and I hope they can catch him soon,” said one of the victims, an American-born Chinese who identified himself as Peter.
Another victim, an exchange student who identified himself as “Manuel,” said he looked forward to the police investigation’s result but doubted whether Fedoruk could return the money even if he was caught.
“As far as I know, Fedoruk was living an extravagant life with the deposit money the tenants have paid him,” said Manuel. “He was so fat that he used to take a cab wherever he went, and he spent a lot money on eating or dating girls in Shanghai.”
According to an Irish businessman who reached out to Shanghaiist, Ryan Fedoruk has been cheating other China expats from as early as 2003:
I am an Irish national who has been visiting and conducting business in China since 2001. I have had a similar experience with Ryan Fedoruk and a Chinese female associate of his from Harbin. My experience and knowledge of Ryan Fedoruk and his friend 'Lisa" are from the period 2003 - 2006.
My experience were documented by me at the time and reported to Canadian authorities during 2006.
Ryan Fedoruk and his Chinese associate arranged marriages and also fraudulently obtained business visas for Harbin friends of Lisa's in the period up to 2004. Her English name is Lisa (I believe they entered into a marriage of convenience to obtain a Canadian passport for her)
I will locate my documentation as soon as possible and forward it to you.
In the meantime, I believe that Ryan Fedoruk will look to his association with Lisa and her network of black-market friends and hoodlums in Harbin for support and assistance. I believe Lisa's brother is a high ranking policeman and another is a senior pilot for Hainan or Southern Airways. I strongly suspect that the Harbin vicinity is the only remaining place in China where he can leverage support and where he thinks he can get help to leave China.
Ryan also has a friend there who is most likely totally unaware of his scamming or present troubles. [Name redacted] is a US citizen with a furniture manufacturing and export business in Harbin. Ryan scarpered to his old friends in Harbin when he has taken cover in the past.
He's also apparently been cheating China expats as far south as Zhuhai, where he used to own a (failed) bar:
More victims who were informed of the Shanghai case have written to Shanghai Daily, saying that they were cheated by the Canadian in the city of Zhuhai, in southern China’s Guangdong Province and also in the northern city of Harbin, Heilongjiang Province.
“Ryan and his scam in Shanghai now appear in the headline news in the expat community in Zhuhai as many people have realized he was the guy owning them money too,” said Michael Yin, a Zhuhai resident.
“He used to own a bar in Zhuhai in 2008 but the bar’s quite a failure. Ryan then tried to borrow money from all of his friends to maintain the bar’s operation but he never returned the money,” said Yin.
Another Zhuhai victim, who asked not to be named, said the Canadian used various lies to cheat money from his friends.
“He told several people on several separate occasions that he had testicular cancer and needed to borrow money for emergency surgery … for others it was heart surgery he needed,” the victim wrote in a letter.
“He owes a load of money to people in Zhuhai too … including my bro. He also owes some 10,000 yuan to the local fireworks supplier - the list goes on,” said the victim.


So, the guy used to run a bar, borrowed bunch of money, and once that bar failed, never paid up!
