In Shanghai, what have you found to be the best way for non-Mandarin speakers/readers to search and book air travel for domestic and international travel? Important to be able to see what flight days/times are available, and to get a good price.

Some options:

1. Travel Agent.
2. Online Search Engines. I am used to zuji.com, travelocity, and orbitz -- but not sure how good these sites are for Shanghai/China.
3. Direct from the Airline Websites.

Also, which airlines are usually the cheapest (budget-level) that are based, or have many flights in/out of Shanghai?

I go for option 3 since :
- Prices are cheaper (compared to going through agency)
- I can check on the airline website if it has offices in Shanghai.
