A new hotel just opened up on Nanshan road right across the street from West Lake, and just in between JZ Club and 1828 Bar & Grill. It's not the Shangri-La, but it's clean, and has what you need. Standard rooms start at 288RMB, but they said they go down to 230RMB if you ask.
1828 will give you a free beer when you show them your Shanghai-Hangzhou train ticket. They've got live music on Fridays, wicked fat cheese burgers, bottled Tsingtao (10RMB), a cool Dj on Saturdays, and they always have a copy of MORE Hangzhou Entertainment Guide to help you get around.
