I heard landlords can give out legitimate fa piao at a discounted price. They normally pay 5% tax to the government but the discount allows them to pay only 2% tax. How does that work? Does anyone know where to get those fa piao?

You can generally get discounted ones through your real estate agent when you are finding a place, they can do it for about half.. not sure about the actual landlord doing it... some real estate agents won't do it, as it is dishonest, so not sure about the legalities, but it works.

The ones I'm talking about are from the tax bureau too... except it is done through the real estate agent. I guess maybe they issue so many fa piao's each month, they get a bulk discount?

Yes, this discount system works, and your HR still gives you 100% of your housing allowance. I personally have never had any issue for the past 2 years. I get my fa piao from my real estate person. They English language service, and charge around 2.5-3% of the total face value of the fa piao, depending on how much you order at once.
