I spent 2 weeks in Chengdu late last year and this is what I observed and/or was told:
1) The drivers are crazier than Shanghai's
2) The sun comes out only about 40 days a year. Lots and lots of foggy, overcast days
3) The streets are wider and cleaner than Shanghai's
4) Hyper-markets like Carrefour or Parkson are newer and bigger than what you find in Shanghai
5) Almost everything is much cheaper. Taxi rides are like half the price of Shanghai
6) And of course the food is spicy! Probably the 2nd hottest in China (Hunan is 1st)
7) Fresh seafood is hard to get and not good quality anyway. Produce selection and quality is very good

Very few people speak English
9) Expat community is pretty small
Dunno anyone who's renting. Your best bet is to probably go with a apartment service who can also tell you about the best locations. Sorry I can't be more help there.
