Go to www.asiatravel.com . You can get good rates via the internet. Following is a list of hotels I've "lived in" over the past couple of years. They are listed by price with the most expensive first.
1. City Hotel, 5-7 Shan Xi Road (South), great neighborhood, nice gym, ok rooms, pool
2. Rendezvous Merry Hotel, 396 Yan An West Road, newly renovated, good rooms, ok gym, okay neighborhood.
3. Metropole Hotel, 180 Jiang Xi Road (Central),great neighborhood, in the Bund. No gym. Nice rooms. My first choice for the money...especially if you've never been here before.
4. YMCA, 123 Xizang Nan Road, good location right below People's Square. Rooms are a bit worn as is the gym. Cheap though.
5. Motel 168 Tian Lin, No.437 Liuzhou Road, Shanghai. Ok rooms. No gym. In south Xujiahai. Kind of far from downtown but WAY CHEAP!!!

if university allows their guests room are cheap. while i was taking entry exams this year, i was living at the guests managed by fudan university, one day=160rmb for standard room, with bathroom, if u looking for decent, its preety decent, not much ammentities, not sure abt about amenties, for other places or universities.
another place i live in few months back was a motel=60rmb a day, full of construction workers staying there, so i guess its no point recommending, shanghai is filled with such places.
if u looking for cheap and good hotels, gotta ask the others :)
Of course, it is gratifying when what you have built lasts far into the future. But don't forgo building just because it may not last.

Bingo! A friend in Beijing helped me book one in Beijing at a uni he attended. It was 150/night for 1 bed. Clean, AC, TV, private bath, kitchen (empty).
