Moving within Shanghai (Police station question)

I am moving from pu dong to xu jia hui and I have some questions:

1) Do I need to first unregister with the pu dong police station before registering with the xu jia hui police station? Just to make sure there is not going to be an issue.

2) Do I need to inform the Entry & Exit office about my move? Do I have to inform them before the move or after the move, is there a grace period?

3) Are they any other government offices that need to be informed before I move? Are they any other government offices that need to be informed after I move?

So I went to the place to rent the apartment and the people said they would not go to the police station because of a tax issue they have...

I found another place and they said they will go to the police station with me but I have to pay any fees to register with them. This person's wife has the red book showing that she owns the place and the guy has a green book that he says he will bring with him to the police station to help me register.

Police questions:
1) How much does it cost to register with the police station?
2) What is this issue about taxes for the landlord and registering at the police station?

Rent Payment
1) When renting, do you usually pay extra for cleaning the outside of the apartment? They asked me to pay an extra amount for cleaning outside the apartment.

The red and green books are the titles. One means principal owner and the other is co-owner.

Registration at the PSB is free.

The tax issue pertains to two things: the tax receipt (fapiao) fee and the owner's personal income tax liability on rent money received. In order to issue a fapiao, the owner needs to pay approximately 5% to the tax bureau. In addition, the rental income is taxed at a rate of 20% for personal income tax purposes.

Why this would prevent the owner from going to the PSB with you is a difficult question to answer since the PSB and the tax bureau are totally different entities and one has nothing to do with the other -- usually. I know in Beijing some police stations refuse to allow you to register unless you can show the owner is issuing a fapiao, but I haven't heard of this happening in Shanghai -- yet.

I have also never heard of outside cleaning fees. In every complex that I know of, this is included in the building management fee that occupants (i.e. you) need to pay.

As mentioned by UnderH20, the PSB process is very easy. You don't even need the landlord to be there with you. What you will need are the rental agreement, your passport and the pink slip which you would have when you registered in Pudong (just in case the want to fine you for not registered when you first arrived in Shanghai).

Taxes... as stated above by UnderH20. The 5% is optional and only require if you need an official fapiao. The 20% is upto the landlord as this is their personal income tax. When you registered with the PSB, the likelyhood is that the landlord cannot hide this income and will have to pay taxes on them.

Cleaning the outside of the complex....haha.... it is usually part of the management fee and it is negotiable. You can try to negotiate this into your rental agreement.
