If you dont have 100 000 RMB to get a small business started, what are your options... the cheapest legal options i should say?

I am going to set up my own small business in 2010 or 2011, I needn't any financial or commercial investment from others, but I need some business cooperation together with my foreign friends and we can also get the business benefits from each other in our futures, hehehe...

Depends what you need. Let some local friend setup for the start local company in his name, which is cheap. But as you say that all locals are scum I suppose you have no local friends to help you out...you still can do business online without any legal entity
