The first question will be: can you read/ type Chinese?
If the answer is no, it will obviously be a lot more difficult but still doable to a limited extend.

For the set up, you will need someone who knows Chinese to help you out. You will need a Chinese Bank with internet banking.

For the shopping I think you can do it (with limitation and more risk) without knowing Chinese. You need to have a list of the commonly used vocabulary by your side and you will understand the main contents. For example, when you are shopping for clothing items, you need to know these words in Chinese:

Measurments:
length of garment
chest
waist
bottom
shoulder
sleeve length
thigh
closing of legs (for jeans)

Composition
Cotton
silk
wool
leather
cashmere
polyester
viscose
spandex
etc

You can chose those shop with "refund in 7 days with no question asked" policy to manage the risks.

With China being the "factory of the world", there are serious bargains on Taobao which outweight the risks from my experience.
