Dont know about other places here in Shanghai, but I had 2 tatoos done here.
Both near JinAn Temple, same place but different tatoo artists.
First one he was a colombian guy, I payed 800¥ for a small tatoo, same with my husband. Then the guy went to work in USA. He also put my piercing.
Second, he was from Thailand, 2000¥ for a big tatoo in my leg, and a 2000¥ for a big tatoo in my husband's chest. Once in a while he is back in Shanghai. Very clean place, he open needles on front of us, breaking it after. Very nice guy.
He and also the first one, told me never, ever, do any tattoo with a chinese person, because they saw many of them re-using needles. So, never mind the place where you're doing it, pay attention on what the tattoo guy is doing, with needles, ink, etc.
The last one told me: if the guy doesn't use a sealed pack of needles, run away, and be aware if he doesn't break the used needles on front of you. They need to do it.And the place where theu put the ink also needs to be trashed.
I thing the Thailand guy was quite good, because we could see the passion he has for tattoos, and he also told me he usualy refused to tattoo something that he knows the person could regret later, like boyfriends names.
