Do you mean to say "TV cable" or "Cable TV"?
TV cable = available in every supermarkets and small appliance shops around your neighbourhood.
Cable TV = depends on what channel or language you're after

You are looking for Satellite TV then.

Have a look in your inbox for paper with TV channels listed, you'll usually see 2 or 3 flyers a month. Dream Satellite is about 1800-2500 depending on what satellite receiver you get. You'll have to have an apartment with the right angle for the dish (or be able to put it on the roof).

If its on the roof there is the chance the government inspectors will confiscate it. That does happen on occasion as its illegal to have a dish here unless you are in an >80% registered foreign apartment block. I wouldn't worry too much about that though, while it happens, its usually only once every 2-3 years.

The other problem you'll have is that the cards for the dish are usually hacked ones, and die after a while. A real card will cost you around RMB4000 a year, and you'll still have that die once or twice (although a phone call will fix that). Usually the place you buy the setup from will offer you replacement cards for a token fee.

You can try Eric at www.DreamSatellite.com - I've never had a problem with him, and he speaks english.
