Where and how much to repair LCD monitor?

I have a fairly old 17" Samsung LCD monitor. It's been having a few problems lately, like not coming back on after changing resolutions, or after standby. It looks like a few 1px colored horizontal lines, crawling across the black screen.

Usually, it works fine again after unplugging it for a few minutes. I was prepared to tolerate that, since I was planning to leave Shanghai anyway in a few months. But now, no matter how long I unplug it, the screen never comes back to life. And my plan to leave Shanghai is encountering delays.

I'm not too keen on spending too much money for a new LCD, and using the TV-out to surf the web is getting old. So I was wondering if anyone here knows where and how much, if possible, to get my LCD fixed. I'm hoping for about a few hundred RMBs, otherwise I can't justify it.
