Let's see... It depends on which kind you are looking for... For male sluts I'd definately hit Zapatas. For a sure thing...(regardless of what gender you are), you can hit Mint at last call and pick off one of the desperates. If you are looking for the friendly type just go to the SHanghai Expat coffee meeting at the Coffee Teen Bee Leaf and grab some crotches under the tables and see what you can troll.

I never went to Zapatas, but this place seems to be a well known name amongst foreigners. On the plus side, if you are looking for someone nice, chances are, curious foreigners will always visit this place at least once. On the negative side, foreigners will enter the bar with their shields and armor up. They would be hard to approach because, unfortunately, they already have you badly labled. Then again, it depends on what type of guy you are looking for:)

Good Luck. Good foreigner guys are generally hard to find in shanghai...

You could also go to the chambers of commerce events for UK, Australia, Canada, US...on the pretext of professional networking of course...
