An elevated railway under construction has made the housing price in Jiaxing doubled.

Moreover, as a transfer station of the Shanghai-Hangzhou maglev project, the housing price in Jiaxing is likely to further rise.

In fact, until September of 2009, the Jiaxing real estate market had always been relatively cold. Even in 2007, when housing prices of its surrounding cities such as Hangzhou, Shanghai, Suzhou, etc. rose substantially, the housing price in Jiaxing still remained around RMB 3,000 / square meter.

According to reports, the housing price was only RMB 4,000-5,000 / square meter in Jiaxing in the first half of 2009 whilst housing prices of many compounds have risen to RMB 8,000 or even RMB 10,000 / square meter at present.

This instance has fully demonstrated the importance of convenient traffic for a region’s economic growth. In order to make full use of this opportunity, the Jiaxing municipal government has decided to construct an international business area of Jiaxing.

I'd say the biggest winner are the speculators / investers ..
