Why do you pay income tax in china??

My friend owns a real estate office, he hired about 30 people, some do loan some are house agents. He only pay 600 RMB a year tax, and when the tax agent comes, he give them some gift card.
Why should any one pay income tax in CHINA? CHINA has the highest income tax rate and coverage, 100% people pay income tax, and tax rate way above 50%. Don't be stupid, stop paying!!!

Has anyone here suffered any consequence as a result of failing to pay income taxes as required by Chinese law?

Will expats in violation be treated differently than locals?

Do you want to take the chance?

Admittedly, I'm probably conditioned by the power and reach of western countries' tax departments into paying meekly and following the rules. But isn't it the best policy?
